Direct answer: OCR is one input to P&ID understanding, not the finished result. A useful engineering representation must connect text and tags to symbols, nozzles, line segments, continuations, flow direction, valves, branches, operating conditions and page locations. It must also preserve ambiguity. Downstream layout or assembly generation should consume typed, evidenced process relationships—not an unqualified bag of extracted words.
